House Biofuel Hearing on “Abuse of Secret Waivers” - Octane Standard Proposed

The House Energy and Commerce Committee held a hearing this morning entitled, “Protecting the RFS: The Trump Administration’s Abuse of Secret Waivers” about the small refinery exemption (SRE) process. Specifically, the hearing focused on a legislative proposal sponsored by House Agriculture Committee Chairman Collin Peterson (D-Minnesota), the Renewable Fuel Integrity Act. The bill would: • Sets an annual deadline of 1 June for small refineries to petition for exemption from the upcoming year’s blending requirements • Require public disclosure of any information included in petitions for exemption from the annual blending requirements This dramatically changes the timeline for SRE waivers. Communicating importance of value-added products

Facing increasing pressure to quantify the value of export promotion efforts to investors, a U.S. industry organization retained WPI to develop a quantitative model that better communicated the importance of exports. The resulting model concluded that value-added meat exports contributed $0.45 cents per bushel to the price of corn, increasing support for that sector’s financial support of WPI’s client. In addition to serving the red meat industry with this type of analysis, WPI has generated similar deliverables for the U.S. soybean and poultry/egg industries.
