Ball of Confusion: Waiting on RFS Volumes

The EPA will be sending its 2022, and never finalized 2021, proposed required volume obligations (RVO) under the renewable fuel standard to the Office of Management and Budget (OMB) for review. The question is: when? As of this morning, there is no record of the proposal being sent to OMB for final review, but the Administration has reached out to Capitol Hill indicating the proposal is forthcoming. That set expectations of an imminent announcement. But there has also been some indication that EPA may wait until the infrastructure and budget reconciliation bills are passed. On behalf of a Canadian oilseed processer WPI's team provided market analysis, econometric modeling and financial due diligence in support of a $24 million-dollar investment in a Ukrainian crush plant. Consistent with WPI's findings, local production to supply the plant and the facility's output have expanded exponentially since the investment.
