The focus is on approving E15 as a quid pro quo for the EPA’s granting of waivers for small refiners earlier this year, which has alarmed and energized ethanol advocates. Everyone from USDA Secretary Perdue to Growth Energy’s CEO Emily Skor has characterized the waivers as “demand destruction.” There is a caveat, however, from the market perspective.
